ARTICLE 3 - AFFILIATION OF BRANCH UNIONS

Section 1

When there are five (5) or more members in any one (1) locality, they may, with the consent of the Executive Board, affiliate with the Union as a Branch. Such members shall have the same rights as any other members. A Branch charter cost shall be determined by the General Executive Board: All supplies for the Branch shall be provided by the Union.

Section 2
  1. In chartering Branches, the General Executive Board may specify that the Branch shall be under the direct control of the Union. And that monthly dues and assessments of the Branch shall be under the direct control of the Union. And that monthly dues and assessments of the Branch members must be paid to the Union or it may specify such other or different financial relationship between the Branch and Union. Or such other degree of autonomy on the part of the Branch as the General Executive Board considers desirable. Unless the General Executive Board prescribes or approves By-Laws for the Branch containing other provisions, the following provisions shall apply:

  2. If it is impossible for the members of the Branch to attend the meetings of the Union because of distance, then the Branch shall hold not less than five (5) meetings per year.

  3. A Branch shall elect a Secretary. The Secretary shall take care of the correspondence, conduct meetings, collect dues and assessments, and turn over all money collected to the Secretary-Treasurer provided, however, that Branches may elect such other governing bodies and Officers as set forth in their By-Laws.

  4. No expenses shall be incurred by a Branch unless they are first sanctioned and approved by the General Executive Board. Such expenses shall be paid by the Union.

  5. The Union and a Branch must report to each other all important business transactions, nominations and election of Officers, results of referendum votes, financial reports, etc. All correspondence from the Branch must be sent through the Union.

  6. No Branch shall enter into collective agreements with an employer without prior permission from the General Executive Board. Branches must see to it that collective agreements are strictly adhered to. Any violation of a collective agreement must be reported to the Union immediately.
